PRIMARY & SECONDARY HEALTHCARE DEPARTMENT REQUEST FOR EXPRESSIONS OF INTEREST FOR SELECTION OF PROFESSIONAL STAFF FOR NATIONAL HEALTH SUPPORT PROGRAM (NHSP)

"National Health Support Program (NHSP)" has been started from July 2023 as an ADP Scheme with its gestation period up to December, 2026. Applications are invited from qualified and experienced individuals for the following posts. The eligibility criteria of the posts is as under:-

Project Director (PPS-11)

Qualification

M.B.B.S with postgraduate degree in Public Health/Medical Administration/Health Management/

Public Administration or equivalent from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.

Financial Management Specialist (PPS-10)

Qualification

CA/ACCA/CIMA/ACMA Completion of articles from a registered audit firm shall be accorded due weightage

Quality Management Specialist (PPS-09

Qualification

Procurement Specialist (PPS-09)

Monitoring, Evaluation & Learning Specialist (PPS-09)

Healthcare Management Specialist/DPD (PPS-10)

Experience & Skills

At least, ten (10) years of documentary verifiable experience, after acquiring stipulated qualifications, at mid and senior level positions including 5 years of relevant project management and/or implementation experience.

Knowledge of Public Sector rules and regulations would be an added advantage. Experience of managing implementation of WB funded projects would be given preference successfully

Candidate from regular Government Service fulfilling the above-mentioned criteria can also apply.

At least, eight (08) years of documentary verifiable experience relevant experience, after acquiring stipulated qualifications.

Working knowledge of the public sector accounting with thorough understanding of PFM cycle, regulatory mechanism, financial modelling and grievance redressal mechanisms of large-scale beneficiary services would be an added advantage.

Experience of financial reporting based on international Public Sector Accounting Standards in government institutions.

At least 10 years of experience in clinical quality Management Degree, with management of hospitals in public or private sector

specialization in six sigma, TQM

and Health Service Procurement from HEC recognized university At least, Master's degree in MBA procurement/ MBA logistic & supply chain or (sixteen (16) years of education) Economics/Engineering/Business Administration from University (top 10 HEC ranked in Business Education).

Management/Project Management shall be accorded more weightage. Candidate having procurement related certifications like Member Chartered Institute of Procurement & Supply (MCIPS) from CIPS, UK, Certified Professional in Supply Management (CPSM) from ISM, USA, or Certified Supply Chain Professional (CSCP) from APICS/ASCM, or equivalent shall be preferred. Project Management Professional (PMP), will be considered an additional qualification.

At least, Master's degree or equivalent (sixteen (16) years of education), Statistics/ Demographics/ Public Policy/ International Development/ Economics/Public Health, from a foreign or local university (top 10 HEC ranked in relevant field). duly recognized by the Higher Education Commission (HEC) of Pakistan.

Advanced certification in M&E, statistics PMP or any other related area shall be accorded due weightage.

MBBS/ MD with post- graduation in health discipline (Public Health/ Health Economics/ health care management) from a foreign or local university, duly recognized by the Higher Education Commission (HEC) of Pakistan.

At least, eight (08) years of documentary verifiable experience, after acquiring stipulated qualifications, in procurement of Goods, Works, & Consulting services. Hands on experience in conducting technical evaluation of bids, contract award and management for government and donor funded projects. Knowledge and implementation experience of various international/ national/subnational public procurement rules shall be accorded due weightage.

At least, eight (08) years of documentary verifiable experience; after acquiring stipulated qualification, in M&E for development projects in developing and implementation of monitoring & evaluation tools and result framework.

Experience, in health-related development projects shall be accorded due weightage

Experience of working with multiple stakeholders in civil society and grass root level government health department.

At least, eight (8) years of documentary verifiable relevant experience working in health projects with minimum three (3) years, after acquiring MBBS, of experience at managerial or equivalent level in areas described in the scope of work. The specific experience shall be in developing and implementing health sector operations.

Experience of producing/technically supporting guidelines/training materials in health sector will be required.

The above positions are offered purely on contract basis for the period of one year (Extendable subject to satisfactory performance).

Final Terms & Conditions of appointment shall be settled at the actual date of appointment. Candidates already working in Government /Semi-Government/Autonomous Bodies/Corporations should apply through proper channel by presenting NOC when called for the test/ interview.

The age of the candidate will be calculated on the last date of submission of application. Only Shortlisted Candidates shall be called for the Interview.

The candidates shall be shortlisted based on his/her performance in single / two stage written examination. The first stage shall be conducted by Third Party Testing Service.

The successful candidates shall be offered negotiable / market-based remuneration package. Decisions of Department on all matters concerning recruitment, including eligibility/shortlisting/selection criteria shall be final.
